Man if Sony want's to fix anything to make this game run better and more fun for the players it needs to be spawn timers.. There is no reason to make players wait so long for things anymore. This game is so big after all these years we will never run our of things to do. This is the reason why Do Not like new zones when they come out 6 ppl needing the same thing and it never spawns to me this is NOT FUN at all... This hand aug quest was not so bad until I got to this part and OMG if I started here I would not have continued but here I am on my Last part and NO FAIL SONY makes me and it looks like several others wait forever again. It seems like your wait timer is based on your time invested x50. I honestly wonder if Sony cares about the players anymore? Something tells me NO... Well I guess I am done complaining I hope the rest of you have or have had a better time getting it than me. There's my 2 cp
SOE must have fixed this mob. I just got two spawns within 5 minutes of each other at the trio camp. I'm clearing the whole camp, and he has popped in two different locations. Also, he no longer runs when aggroed. He actually Aggroed me, and then followed me right to where my bots are camped.
I cleared this entire camp MANY MANY MANY (okay, you get the idea...) times without a single pop. Today, I spawned him twice from the trio at the camp. About 2 1/2 hours between pops, so not sure what kind of timer he is on (if any).
He can pop from any of the sunstone goblins in that area. I camped him for maybe 3 hours, logged off after waiting for that area to fully respawn to see if he'd pop, but he didn't. When I came back on, he was one of the three goblins in the open. I am 95% positive no one else camped the area while I was gone since it was around 2am when I logged and 6am when I logged back on and it's not exactly crowded on my server for quest such as this anymore.
After killing Lutz there I continued camping him and within 30 minutes he popped again in one of the single gob hut's. Then I had him pop as the roamer goblin from the west and then he popped in the hut that has two goblins (need 10 totems and if there was any doubt, looting a totem does not flag the group, each player needs to loot one ). Makes me wonder if he can pop from any sunstone goblin on the island and not just in that area, but I know for sure he can from the gobs in that area and respawn is fast enough that I am usually killing something anyway.
the spot marked on most ingame maps is just a general area. He can pop from any goblin in that entire hut area. Had him inside a hut, out on the open area with statics, and to the right by a rock that has 1 roamer that pops from 3 different spots around the rock.

Confirming that the three goblins grouped closely on the beach directly in front of the huts are place holders. He spawned twice in two days (for me and guildie) on the beach from those three mobs.
First spawn was too about 2 hours. Second occurred the next day and took 4 hours.
ive been camping this guy with some guildies lately... and the best luck weve had with getting him to spawn is by killing the 2 goblin guards at the bridge entrance. they seem to be a ph for him as well, ive seen him spawn there 4 times already and tends to be a better camp for him
The 4 times I have camped this mob were kinda long...just camped him this morning for my brother...dont know last spawn time...but he spawned after clearing camp in about 3.5-4 hours. I had about this same timer another time camping. When i camped it for myself, he had just been killed and I got spawn again in about 4 hours. Now the bad news, one camp was 6-7 hours w/ no spawn. So, not real sure, would say about a 4 hour timer...but be ready for longer.
I just went to pull the ph as marked on the map and he just flew out the hut. Now that I lost the ph I don't think I stand a chance in getting him to spawn since I cleared the huts at least 60 times.
Edit: He finally spawned but not in the hut listed on the map so he can be in any of the huts there.
I was doing the Fire Goblin quest at the same time, and I had him spawn in 3 different huts in that area (most clockwise hut, inner ring, second-most clockwise hut, outer ring, second-most anticlockwise hut, outer ring). I am betting that all of the MOBs in the single huts are his PH.
One group was camping him on fennin last night and they got him to spawn and immediently ooced if anyone saw him... apprently we warped to monkey rock island.
Currently there is a bug with this spawn with regards to pathing. He spawns inside a hut on Suncrest Island marked on the map from mapfiend. When you agro him, if you are too far from him or not in the 'right' spot then he turns around and runs into the corner of his hut at top speed. It looks like he is running in place but he is pathing away from you and you see his ghost image. After about 10 seconds have passed, the mob no longer appears on track anywhere. He either is out of tracking range or is under the world. Unless the place holder is killed he won't respawn. So next zone rerepop or server repop I am going to run to his spawn point and use my mark npc leadership aa on him and agro him and see where he paths to. I will search the entire zone to find him, and believe me, I will. Once i find where he paths to, I will be able to get this named to spawn.
On killing him... simple enter his hut invis and get behind him, agro him from behind, making sure to snare him. If you fight inside the hut you shouldn't have any problems with the bad pathing.
Lutzan is a gobbie on the go. He is on a mission. About 5 seconds after he spawns he heads off in a Westerly direction passing just north of the whirlpool and ended up just off the shore of Maiden's Grave(the island directly north of Jardel's Hook). When I caught up with him he was swimming in circles at about pos 2500 pos 2800. I snared him at this point and dragged him to the shore and beat him senseless. Camping this mob needs a little more attention than usual. Make sure you set your alarm clock a little early if you go AFK after killing the PH. Even if you are in his hut when he pops he has an overwhelming desire to get to Maiden's Grave.
