So I did this mf about 20 times with no spawn. I also wasn't doing whatever task required leaving bridge for the General crying, or dying or what have you. So, I got the Kidnappers one. I killed 100% of the kidnappers, brought back all the children and that dude spawned. Maybe a connection there, if anyone tries this and gets him first try let me know in a reply.

Thank you for this post. I spent 1 day with breaks for lunch and dinner on this. Grab the task, check for "morale / kidnapped children" step, if not leave, check for PH, leave. Here's what I learned.
The step where the PH spawns has two objectives. One to stay on bridge, killing this or that, and one to rescue 5 children. The PH spawned after the bridge objective on 4 of the 5 tasks I got that included the "morale / kidnapped children" step. I wasn't paying attention on the 5th.
On the first time I got this, I rescued ALL the children vs just the 5 required. This was before I realized the PH spawns and can be checked before doing this. The named did not appear.
All the other times, I checked before rescuing the little bastages and the PH was up.
So... I'm not sure that the kidnapped kids are the step that is required for this named. Back to the slog.

I did finally get the mob, and it was in a task that included the "morale / kidnapped children" step. I did the other step (kill rikkikk or whatever), did not bother with the kidnapped kids, and got the mob and credit for hunter.
/ahem I should note that this was when a bonus for increased rare mobs was in force. So might want to take that into consideration.

This has to be the rarest spawning named mob in any instance ever!

Took 39 instances to get this guy to spawn. Brutal.

Okay seriuosly,has anyone spawned this named in latsweek or so i had to of done this mission 50 times or more specially today have to be on 20th time doin mission in row to get named and no spawn this is crazy
