This is a named Iksar harbinger.

• Casts Creeping Terror (random single target fear + mana drain for 6,000 to 11,000; goes viral after 3 seconds to anyone within 10' range) 5 seconds after engage, and then every 20 seconds.
• Casts Curse of the Harbinger (random single target snare + spell casting slow + resist reduction; goes viral after 6-18 seconds to anyone within 25' range; has 90 curse counters) 15 seconds after engage, and then every 30 seconds.
