I got the first line of response, but nothing further, on my cleric who has all pre-EP flags except Sol Ro and Grummus. Not sure what to do now...

Veriok is part of the back flag quests. He will only respond to you if you have killed Saryrn and you're missing one of the following:
Keeper of Sorrows
Bertox
Caprin
Grummus
Terris Thule
Hedge Maze
If you are missing the hedge maze or Terris flag he should start you off at that part of the quest.
The trigger for that should be "I believe".

This NPC is level 70. Doesn't respond to Hails from level 69 or 70 for me.
