If you sit and wait on the ramp at -907, -888 the courier will path right past you. I believe the group spawns at the Direwind Cliffs zone line and paths to Vergalid Mines, because I have killed the group right at the Direwind Cliffs zone, but I like to park on the ramp near the mines and kill stuff in the area waiting for the hunter quest mobs to spawn while I wait.
I found he only dropped the orders when I had the quest. I accidentally killed him and his "guards" whilst doing the catapult quest and he dropped nothing. Once I had the quest he dropped the orders and I could give them to Zeheren np.
When I did turn in, Zheren said he didn't want the orders. Is this quest broken?

He is part of the Ashengate Orders quest, you need to kill him and his guards and loot the orders from his corpse. 2 orders dropped when we killed him.
