There are 2 divisions of Quests in Aion: Standard and Campaign. Standard quests are all the little tasks you pick up while adventuring. They may be a series of a couple of three quests, but have no importance outside of the needs of that one NPC. Standard quests are further divided into Solo, Group, Craft, Infiltration and Coin quests. Campaign Quests are the major story movers. In each zone there will be one Campaign series, and the last one in each zone will lead you to the next zone. You can tell what kind of things an NPC needs to talk to you about by the icon floating over his head.

New Local Quest If you see this over an NPCs head, he has a new quest for you, and the quest takes place wholly in the current zone.
In Progress Local QuestThis NPC will advance a local quest you already have.
Complete Local QuestThis blue starburst indicates that this NPC will accept the final turn-in for a quest, and give you your reward.
New Key Quest If you see this over an NPCs head, he has a new key quest for you. These are quests that are central to or advance the zone story.
In Progress Key QuestThis NPC will advance a Key quest you already have.
Complete Key QuestThis dark blue starburst indicates that this NPC will accept the final turn-in for a key quest, and give you your reward.
New Travel Quest This NPC has a new quest for you that will require travel to another zone to complete.
Complete Travel QuestThis magenta starburst indicates that this NPC will accept the final turn-in for a travel quest, and give you your reward.
New Campaign Quest You will never actually see this icon in game, as Campaign quests auto-start.
In Progress Campaign QuestThis NPC will advance a campaign quest you already have.
Complete Campaign QuestThis yellow starburst indicates that this NPC will accept the final turn-in for a quest, and give you your reward.
Unavailable QuestMisty, grey arrow. Your current level is too low, or you have yet to complete an earlier quest in this series. Come back later and this NPC will have work for you.
Quest DecisionI am not 100% sure of this, but I think this icon denotes an NPC that is going to offer you a branching in the story of your adventure in Aion. Depending on your choice the rest of your adventure could be very different. Choose wisely, young Jedi!
To the best of our knowledge, all quests offered by NPCs that are not either Elyos or Asmodian, and all item-triggered quests, can be received and completed by either race. For example, if you are an Elyos, and adventuring in Morheim, the Elim in Patamor Thicket will offer you their quests. This would, of course, include quests from Shugo NPCs.

Hint One of the "Login Hint"s says "You cannot proceed with some quests unless you are wearing a specific title."
