This is one of several quests that is initiated by examining a table on the Thundering Steppes docks (-478.46, -21.03, -404.75). In order to fulfill this you must:

• Collect 24 antlers and horns from the various deer in the Thundering Steppes
• Collect 12 undamaged wings from the Elder Hawks
• 24 specimens of various fauna.
