...For countless millennia, Ulduar has remained undisturbed by mortals, far away from their concerns and their struggles. But since its recent discovery, many have wondered what the structure's original purpose may have been. Some thought it a city, built to herald the glory of its makers; some thought it a vault containing innumerable treasures, perhaps even relics of the mighty Titans themselves. They were wrong. Beyond its gates lies no city, no treasure vault, no final answer to the Titan's mysteries. All that awaits those who dare set foot in Ulduar is a horror even the Titans could not, would not destroy, an evil they merely... contained.
Beneath ancient Ulduar, the Old God of death lies, whispering.... Tread carefully, or his prison will become your tomb.
Ulduar is both an instance hub for Halls of Lightning and Halls of Stone, located in The Storm Peaks, as well as a 10/25-man raid dungeon to be released in Patch 3.1.0. This is the first "content patch" in the Wrath of the Lich King expansion. According to Blizzard, the Ulduar raid instances are designed to be higher in difficulty than Naxxramas.
Ulduar is currently divided into two 5 man dungeons and has a 10/25 man raid wing coming out. The 5 mans are required to be completed before access to the raid instance is granted.

The raid dungeon will be composed of fourteen separate encounters. Of these, it has been reported that eleven will have a "hard mode" (which is somewhat different from normal/heroic mode) that rewards specific achievements and can grant improved item rewards. There is one encounter designed to be in "hard mode" only and there are sections where siege vehicles will be accessible and needed.
There are two 5 man instances and a 10/25 man raid setting. The 5-man instances are Halls of Lightning and Halls of Stone. The raid instance itself has two different modes based on the number of players who raid there. The 25 man will be harder than the 10 man version of this instance.
As with most "dungeon sets" and the like, set bonuses can be obtained when specific set pieces are worn together (such as the Savage Gladiator gear for current arena rewards).
Currently, this zone is set to launch on the PTR, with testing being done in stages so as to catch as many issues as possible. In fact, both the US and EU PTRs will test different encounters so what you test and play with may not be what a fellow Alla member does.
