To Start: Speak to Willie in Snowhill.
Willie says,"Hmm...Girls like presents, right? I'll give her my favorite things! I keep my old skates and skating socks in a crate by my house.

Those are the best skates ever! She'll love them! "

This is an Errand quest.  Membership is required to begin this quest.
