You must complete the quest The Lands Above before Vishra will offer his quests.

Speak to Field Marshal Vishra in the New Combine Foothold at -3657, -781, -245 Copy begin the quest.

1. Speak to 6 injured combine soldiers in the woods just west of the foothold.
2. Return to Vishra to complete the quest.

Completing this quest opens up Vishra's next quest, Running With the Pack, as well as Flight Officer T'Vel's quest No Clearance to Land and Logistics Officer Solnais' quest Many Mouths to Feed.
