Go to the Oblivion Shrine in Tagena, transform the Dreamland Crystal (Ggl) at the altar there, and then give it to Wooky.

When you click the Altar of the Gods you will be attacked by waves of Rune Guardians. I ran when I counted 8 after the second wave. The crystal apparently does not update until you either defeat the guardians.

I do not think you can simply outlast them. I spam-healed through the first two waves and was doing okay, but the third wave upped their DPS to more than I could heal.
