Actually, it's not just that person's rating, it simply describes how high you can get a skill level before it caps. If it caps very high, it gets an A, very low gets an F.

Prices are based on a mid-level amount of fame I believe. Only region I don't know about is Qufim, if there is a vendor or not.
Note: I didn't complie this myself, found it on other boards. The original compiler (as far as I know) goes by the name of Janeping.
