What are the Jeuno AH fees (... or Bazaar taxes; I suppose the # is the same either way) for an single (non-stackable) item listed at 650k gil?
The AH fees and the Bazaar fees are different. The Bazaar fees are +10%, and they are incurred by the
buyer. The AH fees are listed below, and are roughly 1-2%, and they incurred by the
seller.

MJS: from what i heard its 10%. so to sell it for 700k it would cost me 70k to put it up.
They are not that high. The fee on a 2,000,000 gil item is only about 40,000 gil.
The exact fees were described in
the patch notes for the update that altered the fee structure:

The transaction fee for items put up on auction is now based on the seller's asking price. The formulas for calculating the transaction fee are listed below.
Jeuno auction houses:
Single item fee = 2% of the seller's asking price +100 gil.
Stacked item fee = 1% of the seller's asking price +400 gil.
Other auction houses:
Single item fee = 1% of the seller's asking price +1 gil.
Stacked item fee = 0.5% of the seller's asking price +4 gil.
In accordance with these adjustments, new messages will be displayed when putting items up on auction. Be sure to confirm these messages before completing a transaction.
So, to sell an item at 700k, it will cost you:
700,000 * 0.02 + 100 = 14,100
Now, if you wanted to bazaar that item, it will cost you nothing. However, the person buying the item will pay an additional 10%. Your Bazaar price will look like this:
Astral Ring 700,000(+70,000)
This is the main reason that we have a ton of Bazaar's out in Rolanberry Fields. The AH fee is prohibitive for high-value items. Take Scorpion Harnesses, for example. You're looking at a 5 million gil item, with a 100k AH fee. That's a big risk if your item doesn't sell right away and you have to re-list, especially since the profit margins are fairly low when you consider the price of the claw that's needed to make it. If you bazaar it, you don't take any risk, but who is going to pay an extra 500,000 gil to buy out of a Bazaar? Nobody.
Since Bazaars outside of Jeuno are not taxed, and Rolanberry Fields is outside of Jeuno... Rolanbazaar!
Also, as a quick way to check the fee, just try placing an item of the appropriate type (stackable or non-stackable) up on the auction house. As the notes above say, there are new confirmation messages that will tell you the fee before you place the item.
Sell -> Goblin Mask -> 2,000,000 gil
Sell the Goblin Mask? Yes.
A fee of 40,100 gil is required. Pay the fee and place the item up for auction? No.
That way, you can see how much the fee will be without spending any gil, or actually putting the item up, if you're too lazy to figure out what 2%+100 gil is.
Of course, just be careful not to say "Yes" to the last question. Paying 40k to list a Goblin Mask for 2million is a pretty big waste of gil.
