Go to the lake between the Derelict Mine and the Goblin Village and find the dragonfly-like creature (Crazy Kiosade). After you learn some of it's attributes, report back to Vahtos' Apprentice.

Crazy Kiosade is on the north bank of Lake Qilana in northeastern Woodland of Qilana.
