Rune Magic (WAR History and Lore)  

Located at 53k/49k inside "Broketoof Tower", which is crawling with Broketoof Crushas. Once inside the tower, ascend the first ramp and you will see a dead dwarf and a Book of Runes. Interacting with the book will grant you the unlock.
