Go to Bugman's Brewery inside the RvR zone around 25k/19k. Interact with the Long Forgotten Tools behind the building next to a ramp to obtain this unlock.
Because this is in the RVR area, players who are over-leveled for Tier 3 content should use caution as they will obtain the chicken bebuff!
