| nope, actually you are both wrong on haste. haste is an increase in attack speed, not a direct delay reduction. it is EQUIVALENT to half of the haste%, so 36% haste = 18% dly reduction 45 x .18 ----- 360 + 450 ----- 8.10 45- (rounded) 8 = 37 delay, not 33 think i did that right | ||||

| this will reduce the chance of you using a component when casting spell that requires one. ie: for levitation (which requires a bat wing), it would reduce the chance (by 15%) of using up one bat wing during the casting. This effects all spells up to lv 65. | ||||
