To find the cultists, leave Razor Hill via the North exit, and IMMEDIATELY, right after the log fence, hang a right/go east. If you went on the road and passed the last guards from Razor Hill, you've gone too far.

From main East/West road in eastern 1/2 of zone, you'll see a trail leading south that goes under a fallen tree. Follow this to lake in Woodpaw Hills.
Go to the SE tip of the lake (as indicated by an earlier poster). Continue south (50 yds?) until you see a very large tree with a couple large beams |

The drop rate on the Jadefire Felbind's is not nearly as low as the Droprate chart would make you think... Perhaps it's' because they factored in the kills when they didn't have the quest? But once you accept the quest the drop rate feels more like 50% |

Found Rejold Barleybrew in Brewnall Village at 30,45 on the map. 'west of Kharanos' I came straight west from Kharanos, some trouble with wolves, then across lake to Brewnall.
