Watch out for the Defias Messenger. I have ran into him twice as he spawned while trying to do this quest and both times he attacks me and my pet, but the traitor doesn't assist us. He just keeps walking until he runs into other defias. |

The NPCs were broken apparently, as of this point in time they were working again.
