I just did the paw portion of the warrior quests. It is done with Wolf Cub Paws which are NO DROP and not stackable. I got all mine from the regular sonic wolves, they may drop from the wolfings and pups as well but I didn't see any on them.

I think you're slightly out of touch as to the AC of your average level 40's tank.
My Paladin, at level 42, has a self-buffed AC of 848... and that's without a shield! (normally start battles with 2h-practice sword.)

When the Spell Description says "Hard to Resist" it means it... So far Tormax, Dozekar and a darn near everything else has NOT resisted it.. Ive heard that some of the NTOV Fire Based mobs will resist the proc tho...But haven't tried it on them yet :)

Personally I don't think has any class written all over it. The AC is very good for wisdom belt. It covers all of the prime stats for many classes.
And unlike the cenobite belt you mention, which can only be used by small races, this is a all race belt. So I guess the answer is really Need Before G |

Hell, even I'd get rid of one of my 6ac 65hp rigns for one of these. I'm a warrior so even though I have no use for the 55 mana, it would be between 10svd and 5svc or a loss of 10hp. I'd prefer to resists over 10hp =)
