It depends on how you look at it and how you play your game.
If you are the type of person that spends all eight of your regional/faction leves and then you spend all eight of your local leves every 36 hours, then the new system will feel like a step backwards.
This is because you are getting to use sixteen leves every 36 hour period (8 regional/faction and 8 local), whereas the new system will only allow you twelve leves in the same 36 hours.
If you would rather focus on a single goal, however, this update will be beneficial.
Let's say I really want to get my PUG to 36 so that I can learn Second Wind II. Under the current system, I would have to use my allotment of eight leves every 36 hours.. and that's all I get. Under the new system I would be able to spend twelve leves on my PUG in the same 36 hours.
Once I get Second Wind II let's say I decide to go on a crafting binge, but I really need to get guild marks to get an ability or a training regimen. Under the current system, I once again have only eight leves to draw from.. plus I could only earn the marks I need if I select leves from the city the guild is in. If that city isn't offering me any guild marks on the current leve cycle, then I'm just out of luck. Under the new system I have twelve leves to use, plus if I don't show any guild mark rewards I can simply use one of my leve allotment to take a leve, complete it, and come back to a new selection of leves that might offer me marks.
I could, theoretically, use all twelve leves in the same city and earn marks for every single one of them, depending on how the odds work for me.
The biggest plus for me out of the revisions is that the allotment will accrue over time. As it stands now if you don't log in for a few days then, well, you're kinda screwed.. you still have only the eight and eight to use. The new system will allow someone to miss a couple of days and come back and have leves to use that have been earned over those couple of days. That's a huge bonus in my book.
