It's really hard for me to say, because hypertension doesn't technically cause hyperactivity or being "high strung". The only way I could see it working that way is if the high BP was your baseline, and the drop in BP, even though it's back to a normal range, is causing you to feel the change more because your body was so used to the way it was before. It could be a number of other things though, so that's only a guess on my part.
