I am curious to know, what is the minimum character level to train any
profession to 450? I have a lvl 48, who has enchanting. Hoping I don't need
to level her to 70 to become Grand Master. Love any insight on this thank you.

Nuuu...some professions have a minimum level of 60. I know for sure that Blacksmithing and Jewelcrafting have a minimum level of 60. My DK was making eternal belt buckles long before she was making bolts of frostweave, and my warrior has been making level 77 rings to D/E for enchanting materials for some time, and he's currently level 61.

Tailoring has a minimum level of 65, I know that for sure. All of the other professions I trained to the GM level were done on level 70 toons, so I can't speak to any of the others.

This is interesting. According to Wowwiki there are some differences. Aurelius is right about BS, but Enchanting is also 60 and Leatherworking is 68.
