You have to be at least level 50 to get it, just in case you don't know that already.

combine the previous 3 replies for a complete answer.

1.get to lvl 50 (58 i guess?)
2.go to outland
3.locate one of the three trainers
4.profit

This is untrue you can get this at lvl 47 (and lower) I have it on my lvl 47 Loc

Skinning does not have any character level requirements in order to learn the next skill proficiency level.

if your at lvl 50 have a mage port ya to shat then ride to hellfire pen. make sure to talk to the fp ppl there along the way and you can go to the inn in honor hold to learn your final skinning. cant remember right off hand if their is a trainer in shat but i do know there is one in the inn in honor hold. gettin the fp will help ya once you get to 58+ to make your transitions in hellfire quicker.
