Enchanting: lvl 35 or higher, item equip level or internal?Follow

All items have an internal item level. some also have a minimum level to equip. Because not all items have a minimum to equip, i always thought the internal level determined if an item could get an OL enchantment or not. however someone recently said a lvl 38 item, minimum 34 to equip, couldnt be enchanted. I wanted clarification on what the rules are for OL enchants. can anyone help?

The item level has to be at least 35. People enchant level 29 twink gear all the time that way.

If it has an equip level, then that is used, if it doesn't, then the internal value is used.

I am an enchanter, had this happen a lot...
