Living Replicator Specs have a 'Required so-and-so lvl Eng' note on them right before the Equip stats.
Does that mean that if I don't have the req. lvl of Eng I don't get ANY of the equip stats?

No, you can't wear it at all if you don't have the said engineer level.
They're also Bind on Pickup (BoP), so you can't make them unless you have the required engineering level. But, no, if you planned on dropping engineering after crafting them, it would prevent you from equipping them.
