you need to go to a trainer, either in Hellfire Peninsula or Shattrath City. ALso, you cannot get beyond 300 skill without being at least L50, so getting a port to Shatt won't do you any good unless you're the proper level.
I believe that a lot of it is trained. I know that the trainer in the scryer section has a lot of them and I think that there should be trainers at either honorhold/thrallmar for it as well.
you can learn recipes from the enchanting trainer that will get you to around 350 enchanting....sadly the rest is from rep rewards as well as drops in kara and the other raids
There are also a lot of formulas that drop in the higher level 5-man instances. Savagery, +12 agi to boots, +12 stam to boots and greater resistance to cloak are BoP formulas that have a rare drop rate from trash mobs in 5-mans.
Blood Elfs can train enchanting up to 310 without being 50 due to their racial.
