Yes, but if I recall correctly, it requires you to unlearn Engineering completely and level it up a second time. Once you've gotten it back to 200, you have to go to Steamwheedle Port and read a book in one of the huts somewhere, which will allow you to choose a new specialization by speaking to the relevant trainer.
