Rather than give you the exact answer, I'll give you a handy tool. Click on your Disenchant item and mouse over any item and it will tell you the enchanting level needed to DE it if your current level is insufficient. You can do this to the icons of items in the AH or linked in chat.

You can de lvl 70 blues with 275 enchanting.

You will need 300 to de a level 70 purple.

If you're Draenei, you need to have done the quest that chooses Scryer/Aldor and you must have chosen Scryers to use the Enchanting trainers in Shattrath.

If you're any other race and haven't chosen Aldor or haven't even got to the stage of choosing one or t'other, you're fine.

If you've chosen Aldor, you can either do the quests to switch to Scryers or you can visit the Enchanting trainer in Uldaman quite safely.

Once you hit 300 and need further training, you don't have to go to the trainer on Scryer Tier any more. There are Grand Master Enchanters that will train you beyond 300 in Hellfire Peninsula. Saying "I'm a chanter, so I have to go Scryer!" is stupid. Choose Aldor/Scryer for other reasons.
