On my server, Primal Earth goes for roughly 2-3 gold, while every other primal costs at least 15 gold (usually more around 20-30).
That got me wondering - is it that way on most servers?
What's the reason for it?
Is it because you get a lot of Motes of Earth through mining?
As far as I can tell, it's not useless or anything.

I think it's because as you mentioned, mining. You get motes from drops (like all the others), but also from mining, so there is a lot more available. And I don't think it is as much in demand. I have some leather recipes that use them, but they don't use a whole lot, usually like 4 primals, I think 1 recipe uses 8. Some of the other primals are more needed. Some of my brothers BS items use like 15 primal airs per.
Earths and Lifes are drops from mobs as well as from gathering profs.. mana and water are a little harder to get but not as bad as fire and air. That's why the prices are much different. Plus alot of the tailoring plans need fire and mana where the BS plans need lots of air. So the price of those go way up because people are always buying them. Sucks cuz I need 47 more fires for my set :(

I usually fish for water motes because I transmute gems, but when I feel lazy I just transmute earth to water. I have mining toon but what she gets is not enough - I use them a lot really.

Well, Primal Life goes for 17ish gold on my server, and Primal Water (which can be fished) is on par with Fire/Air price-wise.
I, too, need to farm more primals for my set (22 primal water to go, ugh).
Primal earth is so cheap because while mining it comes from nodes quite frequently; I've had an entire primal worth of motes come from a single node on more than one occasion. When they come, it's usually in singles or pairs, but more often than not they come in 3s or 4s. Motes of Fire can be given from Fel Iron nodes, but at a rate of about 10 motes of earth to 1 mote of fire including Adamantite.

Anyway there is a (bitter) solution: the primals can be transmuted, you just need to make enough friends to keep that primal water comming

3-5g on my server, they are far too easily farmed. I get them a good deal when mining, I never had to farm earth elementals to get my primals for any of my mights or anything.
On my server earth is 4-5g, water, fire, and air are about 20g, and life is 8-10g.
My server echoes the prices y'all are quoting except for primal shadow. Those are only slightly higher than primal earth. They drop readily from the Legion minions in north central Hellfire Peninsula.
