I've just got expert minig and I have all requirements for artisan minig
(Mining Expert & Mining 200), but when I'm going with a minig trainer, I can't learn Artisan Minig.

Is there something I need to enable and learn Artisan Minig?

You have to make sure you are the correct level for the training. If not, get your skill up to 225 and then just quest around until you hit the level required.
