quick question does it cost jcs to cut a stone? like a blood garnet into a 6 agil gem? or is it just a proces like smelting for a smith?

Not true, you have to spend lots of time/money leveling it (time is a huge cost) plus you have to usually buy the gem cut itself. There is a cost involved, hence why I make people tip me :)
