Help me settle a disagreementFollow

19 twinks with the fishing boots, is it possible to get boar's speed on them, and still equip them?

I say yes; the comments on the boots for allak, wowhead, and thottbot say yes; and I've read that if there is no req level for the item, it's item level that matters. But my friend says I cant equip them.
