The alchemy person in, I assume, Honor Hold. I know the initial person for horde was in Thrallmar.

Trained by Lauranna Thar'well in Cenarion Refuge, Zangarmarsh [80, 64]. This quest requires [Botanist's Field Guide] from High Botanist Freywinn in Tempest Keep, [Super Healing Potion] x5, [Super Mana Potion] x5, and [Major Dreamless Sleep Potion] x5.
Master of Elixirs
Trained by Lorokeem in Shattrath City [45, 21]. This quest requires [Essence of Infinity] x10 from Rift Lords/Keepers in Black Morass (Caverns of Time); along with [Elixir of Major Defense] x5, [Elixir of Mastery] x5 and [Elixir of Major Agility] x5.
Note: Flasks also benefit from Elixir Mastery.
Master of Transmutation
Trained by an Zarevhi in Stormspire, Netherstorm [44, 37]. This quest requires [Primal Might] x4.
