The trainer is found in Honor Hold, in the Outlands. As soon as u go into HH, go into the first bldg. on ur left. She is behind the Alchemy trainer. It cost me 10G.

There is also an herbalism trainer in shat, up in the tree house below aldor rise. :)
Edit: OOPS, nm it is an alchemy trainer.
