Can someone confirm the level to use Wicked Leather Patterns. Ali says 280, another guide says 260. I am almost there so If I can make it, I will camp the seller.

Wha? Seller? ? It's trained in outlands or the patterns drop in Azeroth. The looks like the bracers start at 265: http://www.wowhead.com/?spell=19052#taught-by-npc
Actually, I see your problem. Trying to find the same info on alla isn't nearly as easy. Reminds me of why I usually use wowhead.
Edit: oops, missed the gauntlets which are indeed skill lvl 260 and only available from a vendor - http://www.wowhead.com/?item=15725
