Unless I am blind (well, the name is Blindsight after all..) I could not find reference to the loc of the trainer, even in the excellent link to capsu/wow. Any input?
You need "Master Fishing - The Art of Angling" purchased from Juno Dufrain in Zangarmarsh, located just west of Cenarion Refuge on the shore of Umbrafen Lake. Costs 5g.

He's not an easy fellow to find, but Azwing nailed it. Depending on your level, however, watch out for the hydra in the lake. I got the book (two of them, actually) from the NPC when I was in my low 40s and those hydra spit for a mile and it hurts like hell at that level.
