but anyway, you must go to outlands and talk to either your represenative at Honor Hold (alliance) or Thrallmar (Horde). There may be a trainer in Lower City, but I haven't heard that confirmed.

You can seek out Seymore in the SE quadrant of the lower city in Shattrath.
