As Alliance it can be bought in Arathi Highlands. In the Alliance part of Stromgarde Keep. If you use the search bar in the column to the left you will with relative ease find all information needed. I.E searching for: "Expert First Aid" which is the level you want to attain.

I always hate going to Dustwallow Marsh to level it. At least there are three quests at that burned out inn you can pick up on the way to Brackenwall.
