The answer to your question is in the trade skill FAQs. You need to be level 50 and skill level 275. Talk to the trainer on the 2nd floor of the inn in Honor Hold (thrallmar if horde) and she can train you.

I'm pretty sure the cap is 58 to break 300, but I could be wrong. No you wouldn't need rep to talk to the trainer, but I don't know what the point would be. You couldn't use anything at 53, and you cannot spec your tailoring until you're almost 70 anyway.

I checked this my self in the FAQ a few weeks ago, and you need to be level 50, and have a skill of 275 to progress with the trainer in Outland. My tailor is skilled 300 in tailoring, but unfortunately he is only level 36 :( I want to make 20 slot bags badly!

I can answer this with a definite answer.

I hoofed my mage to Honorhold at level 50. at that point he was 300 Tailoring.
I used the tailoring trainer in the inn and was trained for the next level of tailoring with a couple of new patterns, but I could NOT skill up past 300 tailoring until Level 51.

So, you should be totally fine in advancing your tailoring at level 53.
