Training Alchemy IssuesFollow

So we have a char that is level 22 with 150 alchemy. When trying to uncap it to 225 neither the master nor the expert trainer will give me the option? Is there something that I am missing or does this particular profession require a level of 25? Any help is greatly appreciated, thanks!
