I would like to know if anyone can confirm or deny whether or not Silver Spellthread can be placed in pants below level 60, such as Darkweave Breeches, or Necromancer Leggings by a level 60+ character while they are still BoE since the last patch? I've heard both ways and I'd really like to know for sure before I waste time farming the mats.
I can not answer with a hundred percent certainty but I am almost positive that you can. I have heard of them being applied to twink items and I know for sure that the leather ones can so I don't see why you couldn't with the thread. Hope that helps.
