Does anyone else find it incredibly annoying that most of the schools of fish along Darkshore are in water to shallow to cast into?
Why would they set it up like that? Is it a bug they've just never attended to?

I haven't found any that I can't fish, some are hard though. Try walking out into the water a little, not to far though as you can't fish while swimming. Just keep clicking on cast until it works.
and watch out for murlocs.
Yes, I have found the same. Some of the pools are so close to shore, they are half-circles. Those are a waste of time to fish - I have tried them from every angle. Some of the others that say "too shallow" can be fished with persistence. As said above, wade out a bit and try from different angles.
