So, to answer your question, here's what I did.

I typed "Moss Agate" into the Search box.

I got one result back under the category "Items".

I clicked the link to view the item info page for Moss Agate.

I see that many mobs have a chance to drop it, and that is can be found in various objects like Tin and Silver Veins.

I scroll down and find the comments to be interesting as well, as far as what instances prove to be reliable in dropping Moss Agate.

you can get moss agate and other gems from mining, but to get it in bulk, give your ore to a jewelcrafter who may be able to get those gems for you, or buy from AH.

the JC skill is really good for getting lots of gems, however, it also means not using your ore to turn them into bars to up your Engineering skill. so consider that it might be about 1.5 to 2x the mining you need to do.
