You can get skinning up to 300+ just by going through your normal leveling zones. The areas around Gadgetstan had me up to 300+ along with all the turtle scales I needed for my Wild Leather quests on my old hunter.

uh, ok - get this. Skinning, mining, herbalism - you get the stuff that levels you from it from things that correspond to its lvl.
225 skinning = lvl 45 guys
145 herbalism = lvl 29 area
5 crafting points = 1 lvl (lvl 5 = 1, lvl 15 = 3, lvl 55 = 11, lvl 100 = 20)
so many people that don't understand this

To the OP:
You should try Arathi Highlands and Desolace. Dustwallow Marsh is also a good place to go skin, level 35 - 39 beast. Have you gotten your Artisan Training yet to take you to 300? If not, it won't matter where you go, you won't skill up. Also the next leathers you will be skinning will be thick leathers, then rugged leather.
To Sooht:
Skinning 225 = lvl 45 beasts means these beasts will be orange to you as far as skinning meaning you will get a skill up every time. You can still get skill ups from lvl 33+ beast, just at a slower rate since they will most likely be green to you.
