I'm not a tailor, and didn't stay at Holiday Inn Express last night, so I don't know the answer to this.
How is this 'enchant' put onto a set of legs?
I have gathered the mats I need. Can I find a tailor and go thru a similar process as with enchants. Trade the mats/tip, trade the legs in not-trade slot and have the tailor does her/his thing?

The tailor makes the thread and gives you the thread item. A little different from an enchant. You apply it to your own pants. Like an armor kit, if you've ever used those (made by leatherworkers).
You can buy spellthreads on the AH for instance, you cant buy an enchant off the AH (but you can buy the mats).
