Well I have a lvl 22 warrior trying to up my 75 mining skill. Where do I go or who do I talk to to do this. I am currently stationed in Lakeshire.
So you need to get to lvl 75, or you want your lvl cap to go up, I don't understand. If you need tog et up to 75 you should just mine as you quest and lvl, at 22 my bs was over 150 while his BS was under 75 because of the off-balance proportions of mining and crafting.
I am trying to raise the CAP. I am already AT 75. Thanks.

It's very simple. You need to go back to the mining trainer and learn the next rank of mining, Journeyman. That will raise your cap to 150. There's one in Stormwind, in the Dwarven District.
