How does One become Swordsmith/Axesmith etc.Follow

I am a lvl 341 BS. I chose to become a weaponsmith a ways back and now I cannot figure out how to attain Axesmith or Swordsmith skill. Is it a quest or a Trainer. Where is this NPC found? I would really appreciate any assistance that could be rendered.
There are several NPCs in Winterspring, in Everlook.
These NPCs are all in the same building (the bank) and each one is for a specific type of weapon, and they also have quests for plans for those types of weapons too.
However, from what I've seen, most, if not all, of the quests require various higher-level instances, for example, the Axesmith quest has you going to BRD if I recall correctly.
