I can't find info anywhere on how to get these patterns. Are they taught by the Dragonscale trainer, or drops (if so, where from?), or what?

The comment for [wowitem=29516]Ebon Netherscale Belt[/wowitem] indicates that these are taught by the Dragonscale LW trainer at 375.
