My mining skill is at 300 and I am trying to get the Master Crafting
training so I can go to 375. I went to Rohok, Grand Master Blacksmith
as I read he was the one for training but I can't get any training. What
am I not doing?

You do not learn MINING from a BLACKSMITHING trainer.
Look around in that same building to see if you can see the Mining Trainer.
I don't know about Horde, but for Alliance, the Mining Trainer is in the same room as the Blacksmithing Trainer in Honor Hold.

The Mining Trainer is right outside of the main building in Thrallmar, just across from the Inn.
